Job Title: Parenting and Child Protection Officer

Location: Dar es Salaam
Reporting To: Case Management and Child Protection Advisor

Job Objective:
The Parenting and Child Protection Officer will ensure high quality, evidenced based child protection and parenting activities that meet international standards and align with Tanzania’s Law of the Child Act and other relevant national laws, policy , regulations and national framework.

Specific Duties

  • Technically supervise Child Protection and parenting activities including the design, development and implementation of technical guidance as it relates to child protection, parenting, and HIV, ensuring all activities are in line with state-of-the-art, globally-recognized best practices for addressing needs of OVC, young people, and their caregivers.
  • Exercising a supportive supervision approach, train and mentor technical staff and subgrantees on child protection issues including reporting and responding to cases of child abuse.
  • Develop and instruct Technical Services Coordinators in effective methodologies for identifying appropriate child protection interventions for specific households, depending on the needs and resources of those households.
  • Work with stakeholders to develop technical assistance plans, as well as training materials for positive parenting interventions.
  • Represent Pact at Child Protection national forms, including the National Parenting Taskforce, and actively integrate the roll out of the National Plan to End Violence Against Women and Children into project activities.
  • Monitor the number of cases of violence against children and gender-based violence; provide mentoring to cluster and CSO staff to ensure close follow up on the cases to ensure survivors receive appropriate services.
  • Work with the Economic Strengthening team to ensure that positive parenting and child protection materials are introduced and regularly discussed within Village Savings and Lending Groups.
  • Identify and promote best practice across the team and across sub-grantees.
  • Oversee the training carried out by the Technical Services Coordinators, sometimes serving as a co-trainer, to ensure that they are consistently delivering project training effectively, and conveying information and new ideas accurately and in a participatory manner that is appropriate for adult learners.
  • Work closely with technical partners through the coordination units to identify and monitor targets in compliance with M&E plan, maintain and facilitate joint operational plans, and develop or refine methodologies to track child protection over time.
  • Gather and analyze data for Project Monitoring and Evaluation
  • Compile regular status, progress and final reports regarding Pact’s child protection and parenting work.
  • Remain up-to-date with latest methodologies, best practices, and donor requirements.
  • Work in partnership with other OVC technical experts in the implementation of the program.
  • Other work related duties as assigned

Minimum Qualifications

  • Master’s Degree with 5 years’ experience or Bachelor’s Degree with 7 years of experience in field(s) relevant to fulfillment of the duties and responsibilities as described above. Degree in Social Work or Public Health preferred.Bachelor in relevant field. 


  • Firstly, Minimum of five years’ experience working in area of child protection and parenting with solid understanding and knowledge of child protection and parenting issues
  • Secondly, Experience working in partnership with the Department of Social Welfare and Children’s Department at national level, and RSWO and DSWO at regional and LGA levels.
  • Thirdly, Demonstrated experience working with multi-sectoral teams to improve service delivery and community access to services.
  • Fourthly, Work experience should include progressively responsible experience as a program development professional, and include working with NGOs and Faith Based Organizations in Zanzibar and on the mainland.
  • Also, Minimum of five years’ experience working in the area of child protection, with solid understanding of government laws, policies and procedures related to child protection
  • Moreover, Experience in program management, specifically experience with managing implementation of activities based on a work plan, monitoring deliverables and targets, overcoming challenges in order to complete tasks in a timely manner, and monitoring the expenditure compared to the budget
  • Experience with design and implementation of evidence-based approaches to building parenting skills in the Tanzanian context, including a solid understanding of evidence-based parenting approaches for different age groups.
  • Experience should include previous interaction with government Ministries
  • Experience in developing interactive training programs
  • Experience facilitating interactive trainings
  • Energetic team player who enjoys working with CSOs and with government
  • Preference to have been involved in donor funded program development programs, reviews and analysis of curricula.
  • Experience with supportive supervision strongly preferred.

  • Demonstrated understanding of the spectrum of OVC/MVC services and challenges faced in child protection service delivery
  • Ability to rely on adult learning theory for training design and facilitation
  • Excellent written and oral communication abilities.
  • Strong computer (word processing) literacy, skills in graphic/web design a plus


  • Fluent in both Kiswahili and English
