The Meeting Targets and Maintaining Epidemic Control (EpiC) is a 5 year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control.The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations.

Technical Officer, Family Planning/HIV Integration based in Dar es Salaam (1 position)

Main Function/Responsibilities:
Overseeing and coordinating the integration of FP services with HIV prevention, care and treatment activities and community engagement activities across 8 regions.
Also providing support for all activities to increase uptake and improve quality of FP services provision including short-acting methods as well as long-acting reversible contraceptive methods where feasible.
Further will be responsible for ensuring FP services are integrated into community-based HIV testing and counseling activities as part of a core package of services for KVP as well as strengthen community-facility linkages and collaboration for services.
The position will ensure all FP activities are implemented in line with GoT, USAID/PEPFAR and EpiC guidelines and standards.

Specific duties include: (a) supporting the design and implementation of FP demand generation and service provision integrated with HIV services at community level, including providing technical support to EpiC staff at regional level for FP (b) leading efforts to strengthen quality of demand generation and service provision for FP (c) strengthening capacity of and providing technical support to local community-based implementing partners and service providers to improve FP service provision (d) liaising with GoT counterparts, other FP service providers/implementing partners and stakeholders to ensure activities are well-coordinated with other national and regional programs (e) ensuring alignment of FP activities with USAID/PEPFAR, GoT and EpiC standards, protocols and guidelines.

Position Requirements- Qualifications, Skills and Experience:

Master’s Degree or clinical degree (physician, nurse) with 3 to 5 years of relevant experience in provision of integrated HIV and FP services at the community level; or Bachelor’s Degree with 5 to 7 years of relevant experience in provision of integrated HIV and FP services at community level- Knowledge of health and development programs in Tanzania including familiarity with the national FP guidelines, standards and protocols. Familiarity with Tanzania public health sector at multiple levels; experience working with GoT stakeholders- Familiarity and experience with USAID/PEPFAR-funded programs • Experience in programs serving KVP and AGYW. Demonstrated cultural sensitivity and sound understanding of the needs of KVPs • Experience in technical capacity building of Tanzanian non-governmental organizations and community-based organizations especially those working with KVP – Ability to manage tight deadlines and deliver high volumes of work with minimal supervision • High degree of proficiency in written and spoken English and Kiswahili communication – Well-developed computer skills.
